TREIO have proposed an all-encompassing e-learning package covering all training modules developed.

The online training was piloted during the project in English. The master version of the course has been delivered in English as an e-learning package for dissemination after the end of the project. However, the project team were also able to offer the online training in Spanish.

The e-learning has been designed for all stakeholders irrespective of their role in the EIO process, but has been tailored to the needs expressed of the judiciary audience whereby we have delivered two online self-paced training packages:

  • TREIO Full Package (5 days; self-paced)

Access to extensive e-learning materials on the EIO Directive, EIO form and content, and specificities of the EIO process including using eEDES.

Target Audience: all professionals required to handle EIOs and eEDES including new starters or those newly assigned EIO and eEDES responsibilities.

  • TREIO eEDES Package (2-3 days, self-paced)

Access to e-learning materials on how to use eEDES with EIO forms. Participants are expected to utilise the TREIO eEDES Simulator to apply their learning and practice in a safe environment the issuing and executing of forms using a simulated environment where no real data is used.

Target Audience: ideal for competent authorities/employers who need to identify the parts of the training that are specific to the use of the eEDES platform and for nations who have yet to implement eEDES nationally and wish to see how the system functions and what might be expected of them.

The courses replicate much of the content developed for the in-person materials developed as part of the Toolkit. Materials include best practices, case law, case studies, visuals, tutorials, and tools. The e-learning provide additional multimedia materials to support online learning approaches. For example, the e-learning includes technical demos using the TREIO eEDES Simulator which simulates the e-Evidence Digital Exchange System providing a safe environment for learners to test their knowledge and skills when sending and receiving EIO forms. To achieve this, TREIO leveraged on the Central Testing Platform developed for e-CODEX to design and provide a real-time training for users in a completely transparent way. This allows for a more realistic and immersive training sessions, as users are able to see proof of delivery, trust-OK tokens, and other relevant information in real-time. By having a complete e-CODEX infrastructure on the receiver's side, TREIO can properly emulate e-Evidence Digital Exchange System responses and fully customise them according to different training scenarios.

These simulations are integrated in the TREIO e-learning via multimedia such as video demonstrations and embedded simulations in the course content. Learners are expected and encouraged to perform several exercises during the progression of the training which aim to increase their knowledge and awareness of eEDES, EIO forms, and the EIO process. The exercises are contextualised to typical scenarios experience by the judicial audience. Thus, users with no experience or access to e-CODEX can also get familiar with the relevant cross-border processes.

TREIO has provided access to both the e-learning and the TREIO eEDES Simulator to over 750 EU professionals during the project lifetime.

The TREIO Online Training is interactive, combining structured information blocks with analysis and reflection based on practice and case studies and building on the experience of participants, and includes the use of the novel TREIO Simulator as a dedicated safe space to practice the process of transmitting an EIO. The TREIO Online Training aims to contribute to the continued professional development process of professionals in Member States.

Target Audience of the TREIO Online Training

  • judges responsible for the issuing and/or executing of an EIO
  • prosecutors responsible for the issuing and/or executing of an EIO
  • members of other competent authorities (identified in Article 2 of the EIO Directive)
  • higher administrative officials employed at a judicial authority and who may be responsible of assisting judges and prosecutors responsible for the issuing and/or executing of an EIO.

General Learning Outcomes of the TREIO Online Training

  • Having a structured knowledge of the EIO Directive and EIO procedures
  • Identifying investigative measures and overcome typical difficulties in the application of the EIO
  • Identifying the procedures for transmission and receipt of an EIO
  • Learning how to use the e-Evidence Digital Exchange System effectively using the TREIO eEDES Simulator.

Knowledge Gained

  • Knowledge of European legal assistance and cooperation in the judicial process and the contribution of the EIO in this context.
  • High level of familiarity with eEDES.


TREIO Online Training is offered via a Moodle platform hosted by one of the TREIO partners. The access to Moodle automatically provides access to the TREIO eEDES Simulator and TREIO Auto-Responder to perform the practical exercises delivered in the courses. However, to facilitate easier access to the courses, the project team has provided quick and open access to the TREIO Full Package and the TREIO eEDES Package in both English and Spanish, in the form of HTML self-paced trainings. While there are certain limitations in terms of interactiveness, feedback and usability, the HTML self-paced trainings mirror the content of the courses and provide the same information to the professionals opting to follow them in terms of content and media support.

Please be advised that the HTML self-paced versions do not track professionals' learning path, therefore all participants will need to make a record of where they finished their learning to know where to return back to when using the courses provided on the TREIO website, and no certificate of completion is provided at the end. Should a professional opt for the HTML self-paced versions and they are interested in using the TREIO eEDES Simulator and TREIO Auto-Responder, they should get in contact with the TREIO Team and provide information on their names, institution they represent and their position to validate their qualifications for access.


TREIO set many objectives and tasks, including specific project objectives for the development and delivery of online training for Member States to be able to train professionals on the EIO and use of eEDES.

If a professional is an existing trainer or wish to become a trainer and access all the trainer materials for the TREIO Online Training, then they should reach out to the TREIO Office to gain access to the trainers' files. Before proceeding, we recommend that trainers gain access to the training as end users first so they could navigate the content to see if the training is beneficial for their peers, i.e. preview the course first.

We highly recommend that any additions, upgrades or translations are performed by the competent authority of the respective Member State rather than on a trainer-by-trainer basis to ensure consistency, accuracy and relevance.


We understand the importance of access by Member States to the TREIO Online Training to allow for contextualisation and application of the e-learning to national context and different methods of training for employees (e.g. onsite, online, or hybrid).

Competent authorities are permitted more extensive access to the TREIO training packages, and can be provided the following:

Developer Files, including all graphics, storyboards for the content, exercise files, header files, developer instructions, and information about translations.

SCORM Package – two packages can be provided (namely, TREIO Full Package and TREIO eEDES Package) which contains all course content and structure. These packages may be useful if one wish to embed the TREIO Online Training on the competent authorities' own Learning Management System (LMS), considering a SCORM package is a well-recognised Package Interchange File (PIF) used for transferring learning content from one LMS to another (essentially, it is a ZIP file that contains specific contents defined by the SCORM standard).

This could allow Member States to adapt the content to their needs, localise it in a national language and/or modify the format depending on the national learning settings and tools used. However, it should be noted that the TREIO e-Learning Courses, TREIO eEDES Simulator and TREIO Auto-Responder are interlinked - should a Member State is interested to modify and/or adapt the content of the TREIO e-Learning Courses and they do not have access to the TREIO eEDES Simulator and TREIO Auto-Responder, such access could be replaced by accessing a national testing environment of an eEDES instance and performing the tasks associated with these applications in trainer-trainee and/or trainee-trainee pairs.

Member States interested in access to the training packages should reach out to the TREIO Office. Before proceeding, we recommend that any competent authority (potential developers for localisation) gain access to the training as an end user first so they could navigate the content to see if the training is beneficial for their colleagues and/or employees, i.e. preview the course first.


The project team have been able to commence drafting the training in additional languages within the timeframe of the project, beyond its scope. Unfortunately, these activities are incomplete and require further work from Member States, should they be interested to adopt the e-learning possibilities TREIO offers in any of these languages.

In particular, copies of the online materials, in electronic paper format (e.g. storyboards, additional materials, etc.) have been translated into six languages: Bulgarian, Czech, German, Italian, Lithuanian, and Portuguese. These localisations have not been transposed to the online content.

  • The copy in Bulgarian is provided by a native speaker (legal expert) - a representative of the project.
  • The copy in Italian is provided using professional translation services. The materials have been validated by a native speaker (legal expert) - a representative of the project.
  • The copies in Czech, German, Lithuanian, and Portuguese, are provided using professional translation services. The materials have not been validated by a native speaker - a representative and/or an associate of the project.

The technical infrastructure deployed to develop the English master version allows for addition of languages, localising the content to match national procedural legislation and good practices by the community. This may be achieved with support from the respective Member States through further project funding or using resources nationally to provide accurate and tailored e-learning content for national approaches (as a minimum, a native speaker to transpose the content, add additional localisations, and perform validation checks on the localised TREIO Online Training).
