The e-Evidence Project led by the European Commission, DG Justice and Consumers, provides for the e-Evidence Digital Exchange System (e-EDES) that manages the European Investigation Order/Mutual Legal Assistance procedures/instruments (e-Forms, business logic, statistics, log, etc.) on European level. The Reference Implementation Portal is the front-end portal of the e-Evidence Digital Exchange System and is also provided by the EC. The system setup reflects the principle, followed by e-CODEX, that interoperability is achieved through common requirements, leaving to the participants the maximum level of autonomy in supporting those requirements.
Relying on the e-Evidence Digital Exchange System, it is possible for the users to prepare the EIO/MLA forms in a digital way and send them as a message, and to attach a document to each message.
e-CODEX (2010-2016), being a content agnostic e-delivery infrastructure that supports cross-border e-Justice services, provides for a secure platform/infrastructure for digital exchange of data. Me-CODEX (2016-2018) aims at maintenance of e-CODEX products, marketing of the e-CODEX solutions and assisting EC and Member States in deploying e-CODEX next to prepare the handover of its daily maintenance operations to an European agency.
The goals of the Me-CODEX II Project (ongoing) is to (a) prolong the activities for maintenance and marketing of e-CODEX; (b) further extend the deployment of e-CODEX in Member States and support for additional cross-border legal procedures; and (c) make all necessary arrangements for the proper handover of maintenance of the e-CODEX solutions and the management of the user community to euLISA before the end of the project.
The 'Electronic Xchange of e-Evidences' (EXEC) Project provided an up and running network for the fully electronic exchange of European Investigation Orders (EIOs) and related electronic evidences between Member States. Each participating Member State used e-CODEX to set up an access point to this network to interconnect with other Member States for exchanging electronic evidences.
EXEC II continues the work intiated with EXEC and EVIDENCE2e-CODEX. It provides a frame for Member States which are now starting to set up the e-Evidence Digital Exchange System (e-EDES) environment, as well as a frame for Member States which have done so in the past (e.g. EXEC). EXEC II will therefore support the setup of the e-CODEX environment, the countrywide rollout of the Reference Implementation and the maintenance of all e-EDES components throughout the project lifetime.
Moreover, EXEC II goes beyond these initial activities and gives the project partners the chance to integrate the e-EDESenvironment with their national solutions. The approach for this objective is two-fold: first, there is the option to integrate the e-EDES environment with national case management systems to exchange and re-use data between those and the Reference Implementation; second, project partners can integrate their national authentication solutions with the Reference Implementation and thus avoiding redundant and error-prone user administration and at the same time strengthen the usability of the Reference Implementation by re-using existing user data.
Further, EXEC II inherits the further development of the Evidence Exchange Standard Package (EESP) Application developed under the EVIDENCE2e-CODEX Project for the purposes of creating standardized forensic packages of electronic evidences, and its piloting among authorities and forensic labs.
Finally, EXEC II contributes to strengthen the e-Evidence community that has been created by the preceding projects.
