The e-Evidence Digital Exchange System (eEDES) is provided by the European Commission to support Member States in managing the European Investigation Order (EIO) and Mutual Legal Assistance (MLA) procedures on European level. Relying on eEDES, it is possible for the judicial professionals to prepare EIO/MLA forms in a digital way and send them as a message, as well as to attach documents to each message.
Contextualizing on the use of eEDES, the TREIO Project has developed a Reference Training Framework on the European Investigation Order implementation. TREIO tools, offered in several languages, include
- a comprehensive set of training materials that could be tailored to both professionals seeking in-depth training on EIO and professionals with extensive day-to-day experience in this judicial cooperation instrument
- guidelines to each training session providing suggestions for carrying out the training, detailed information and additional references on the content covered and hands-on activities to activate learning on the eEDES
- self-paced e-learning course based on TREIO training materials and providing for real-time training modalities via the eEDES Simulator
- an eEDES Simulator of the EIO business flow (with customized auto-responder) and a full e-CODEX infrastructure to provide realistic message flows among trainees
The event aimed to bring together managers or trainers in judicial training institutions, judges, prosecutors, and high-ranking civil servants making decisions in their countries on judicial training, as well as officials responsible for training aspects of a new system’s launch for judiciary, to collectively share knowledge and experience and discuss recommended ways forward on the presented methodology and existing supporting tools.
Summary of Outcomes
The speakers delivered presentations on: eEDES and its benefits for practitioners; the person-to-person training methodology designed under the project and the modalities of its implementation, including Member States’ first-hand experience with this methodology; followed by presentation of the TREIO e-tools for judicial trainings (the e-learning courses developed and the TREIO eEDES Simulator of the EIO business flow). Short discussion on the future developments of eEDES and how they may affect the national training curricular long-term, and the transferability of the TREIO methodology took place at the end of the event.
99 participants registered for the event. The preliminary questions, as listed in the registration forms, not only guided the open discussions, but also evidenced for the varying interests and needs of the audience and the priorities they place on the topics performed:
- up-to-date information on EIO implementation and tools supporting the exchanges for professionals working with EIO on a daily basis [considering EIO is one of the most used forms of judicial cooperation in the criminal domain and the general lack of information on its implementation]
- eEDES [overall implementation], TREIO [scope and tools]
- providing eEDES users with continuous training to enable them to work with the system flawlessly
- practical issues concerning eEDES [use by practitioners], including overall organization of the communication flow of EIOs and MLAs, EIO forms’ e-signing, use of eEDES for exchange of classified information, possibilities for integration of eEDES with Member States’ information systems already implemented in judiciary, etc.
- modalities of implementation [of EIOs in general, and eEDES and TREIO tools in particular]
- TREIO training framework and tools to be used in a virtual classroom or face-to-face trainings of practitioners, and the use the eEDES to fill out EIOs in real time
- e-translation [possibilities of eEDES]
- videoconferencing [possibilities of eEDES].
