TREIO aims to develop and pilot an all-round cross-border training on EIO implementation to foster the use and successful exchange of EIO forms and evidence across EU. The project is to tailor the content to cross-border specifics and provide video tutorial on the technical aspects of the EIO implementation and the use of the e-Evidence Exchange Digital System, developed by EC. The training spread across EU MSs adopting the System within the e-CODEX infrastructure.
As a first step, the project has mapped stakeholders’ training needs and designed the project training methodology and content (in English). Then, it organized a train-the-trainers’ series to better prepare the launch of the all-round TREIO trainings across Europe. The Training for Master Trainers sought to produce two main results: (1) to validate the structure and the modularity of the content, including the selected practices, case law, use cases, visuals, etc.; and (2) to contribute to the better adaptation of the training content for online environment by providing relevant feedback and considerations.
Further, TREIO adopted a cascading approach, organizing a number of trainings for trainers, led by selected Master Trainers, and supported by the TREIO Team. In a cascade model, a group of trainers is trained in a specific subject and after that they are considered proficient trainers. This group then become the trainers to a second generation of trainees. There are two main reasons for adopting this approach for the TREIO Project: (a) this method allows for a wider sharing of theoretical and practical experience with each layer of trainees adding to the quality of the training materials; and (b) the strong expanding nature of the model, often referred to as multiplier approach to training, means that many more trainees can be reached at the end of the several series of training phases. Therefore, the Master Trainers are to use TREIO materials as the basis of their training to the second group of trainers. Since the Master Trainers selected to follow the training are all experienced EIO users, one expects that the training to the second group of trainers will also be very grounded in the national practical reality of issuing and receiving EIOs.

The TREIO Training for Master Trainers Series took place in November – December 2021 over a 3-week period, with 42 participants registered for the training. All registered participants received access to training recordings and materials, and eEDES access credentials.
A total of 37 participants (representatives of Austria, Bulgaria, Croatia, Czech Republic, France, Germany (NrW), Greece, Italy, Portugal, Slovenia, and Spain) took part in the sessions and received certificates for completion of the training.
